Start with Brawler's Gloves, ALWAYS ALWAYS ALWAYS get an Avarice Blade to be built into Youmuu's later, and also get Infinity Edge in EVERY GAME

EDIT: Get either Greaves or Mercury's Treads for boots. Treads are better for everything, Greaves if the opponent has almost no stuns

An AP build is probably best there. Your must-haves are Sheen (upgrade to Lich Bane when you have more AP than AD) and Deathfire Grasp. Zhonya's Ring is probably good too. Your job is to use the charge on the opponent's carry (champs like Yi and Ashe), use Diplomatic Immunity on said champ, hit them with that one other damage skill and Deathfire Grasp (it does 60% of the enemy's health with your ult on)

Ghost+Ignite is good, but Flash+Ignite also works quite well.

You could try packing Exhaust if it is the carry that is giving you trouble.
Remember, you are not the tank.
