If it were run by some rich person with tons of money and a huge corporation sure, but it wouldn't have any effect on anything outside of business and economy. Well ok yeah everything has minor effects on other things but I mean it wouldn't change anything outside of that dramatically.

They would most likely encounter the same problem faced by companies trying to enforce piracy laws and other online regulations: unless physical limitations are put in place users will always find a way to circumvent rules they disagree with. The only way a unified internet could possibly exist is if it was run in a democratic manner, but as is the case with real-life politics you would always get factions that disagree with whatever choice made.
