#steamsale My, my. The lack of the traditional end-of-June Steam summer sale certainly has some people riled up, if this video is any indication. While gamers wait out as the early days of July pass on with no sale announcement, some want to take matters into their own hands. More »

Buying and reselling any form of digital software is perfectly legal, the Court of Justice of the European Union has ruled. Software authors - or in the gaming world, publishers - can not stop customers from reselling their games, even if the publisher attaches an End User License Agreement prohibiting resale.

"The exclusive right of distribution of a copy of a computer program covered by such a licence is exhausted on its first sale," the court has found.

This ruling covers customers in European Union member states, and games bought through services such as Steam or Origin. The initial purchaser is now entitled to sell the license of a game and allow someone else to download it directly from the publisher's website. The tricky part now is selling the actual license, since there is no system in place for any such transaction. The initial buyer would need a code for a game's license and upon selling it, he would no longer be able to access that game on his account.

The ruling applies to the broader scope of software, covering items such as Windows and Adobe downloads. There is no word yet on whether game distributors will change policies or services to enable a license-selling process, but that would make Steam sales much more interesting in the EU.

Blacklight Retribution is a free-to-play shooter that arrived on the PC earlier this year, and it's now easier than ever to download and play it. The game's been added to Steam, so jump over to the game's page, click Play Game (as long as you have Steam installed first), and you're good to go.

To celebrate, Steam is providing a starter pack for the game for half off. Usually, the items in the pack would cost you $20, but for a limited time you can get two guns, two gun mods, two armor pieces, two equipment gear, a seven-day XP boost, and 3000 GP to spend for $9.99. We'd suggest playing first, of course, before you start spending money on a free-to-play game all willy-nilly.

Indie developers are the starving artists of the video-game world, often brilliant and innovative, but also misunderstood, underfunded and more prone to writing free-form poetry on their LiveJournals. We believe they deserve a wider audience with the Joystiq Indie Pitch: This week, the boys from Threaks talk about the early indie success of music-mixing, action-adventure title Beatbuddy. What's your game called and what's it about?

Beatbuddy is an action-adventure that takes you into the world of a song. You take control of our main character Beatbuddy and navigate him through levels where everything you see, the enemies and challenges you encounter, are synched to the music and rhythm of the individual tracks that make up a particular song, which you can manipulate and basically re-mix through your interactions.

The game will feature licensed music that you will be able to move freely through, assembling and disassembling the track. We're planning to feature a great line-up of popular artists and songs and have developed a proprietary sound-filtering technology, which allows us to create levels matching each song with animations that are right on beat.

What was the IGF experience like - entering, waiting for finalist announcements, and getting an honorable mention?

Well, we here love to compete, so it was extremely cool especially to get the honorable mention. Getting the version ready to be entered was of course a bit of a crunch, as we tried to put as much into a short demo level as we could. Ahead of the announcement, we all got pretty nervous - I think none of us could sleep. Getting the honorable mention felt like a real milestone, especially considering the calibre of talent that was in the competition this year.

To be in the company of games like Fez, Tiny and Big and all the others, is a special thrill. We're looking to maybe do that extra step to a nomination with the game next year, when it's finished.

Phil Fish, the man behind the mutton-chops and this awesome indie game you probably haven't heard of called Fez (it's really underground), is far from done developing new games, and is working on two new titles right now.

Fish is currently developing two new games with some friends, he said at Gamelab 2012, as reported by Eurogamer Spain. Fish began working on one of these titles during the development of Fez, but he was forced to stop in order to finish his own game in a semi-timely manner. Fish has been involved with Super Hypercube, a title in development for Kinect from Kokoromi and Polytron, Fish's own studio. The last we heard from Super Hypercube was December, when Fish said it was "a bit early" to talk details.

Fish spent five years of his life developing Fez, and now that it has been released into the wild of Xbox Live Arcade, sold 100,000 copies and suffered its first patch malfunction, Fish is "learning to live again," without the constant strain of high-profile indie development. Fish said Fez's development has left him "exhausted and traumatised," but he will continue making games.

Launching a game on Xbox Live Arcade added to Fish's stress; he began development at a time of rapid change in the indie community and what worked four years ago on Xbox Live now makes more sense on Steam, he said. Fish hasn't announced details about the two titles he's involved in, but he will choose his focus wisely since "it can be something that consumes many years of your life," he said.

Cold Stream, the massive, much-anticipated and acceptably murderous DLC pack for Left 4 Dead 2, is set to launch on PC, Mac and Xbox 360 on July 24. Cold Stream includes a fan-made campaign, and ports of Left 4 Dead's Death Toll, Dead Air, Blood Harvest and Crash Course levels.

Cold Stream first entered beta in March 2011 and is still open for PC and Mac on Steam, making this launch more of an official, polishing update for those platforms. Valve initially said Cold Stream would launch "some time after Portal 2," and really, it's not as if they were wrong about that one. Clever, Valve. Clever.
