Then make a level protection. Some games have that.
For example, only members in 10 levels window can interact, then the windows get bigger.
The example:
lv1 users can interact with users up to lv10
lv10 users can interact with users up to lv 20 and as low as lv1
lv20 users can interact with users up to lv 30 and as low as lv10
lv30 users can interact with users up to lv 40 and as low as lv10
lv40 users can interact with users up to lv 60 and as low as lv20
lv50 users can interact with users up to lv 70 and as low as lv20

And maybe make it an optional feature, that's on when you first register, and you have the option to turn it off/on.

For instance, if a level 10 wants to fight a level 70 for some reason, they both turn off "Level Protection", so they can interact with each other.

Course, lvl 30 vrs lvl 10 might not be exactly fair. Maybe narrow the level limit?

That is true.....

Or how about you increase the amount of coins it's possible for a leveled up person to earn... either by increasing the number per post or the amount of posts per hour!

I like the idea, but it might be hard to configure.

I like the increased posts per hour idea. Some forums limit the number of posts per hour by the rank of the member, here the number of rewarding posts could increase just like that.

But rank shouldn't be earned by posting, I think we should earn it by our actions, like getting a point for every good thing we do here. Francis would need to manage that.
The points would be the exp.
A system to mark posts for moderation could be used to bring Francis attention to someone's positive action, then it'd be easier for him to award the person.
A person coul earn from 1 to 10 points, depending on how good the contribution is, or could lose points by making bad actions. A person could lose from 1 to 50 points depending on the action and level. Having -10 points = BAN.
