Sounds similar to the Vundo virus (AKA Virtumonde) I got on one of my computers a while ago.

If it is Vundo, then you might not have much luck getting rid of it. In the end I had to nuke the computer and start afresh.

Google has guides on how to fix it though if it does turn out to be the case.

Well, there are many kinds of malware out there, and these are symptoms of Adware.

Adware is a little program installed on your computer without you knowing. What it does is spawn popups based on certain protocols, like what sites you visit , or just random. The reason you are getting popups without being connected to the internet is because of adware spawning the popups. So, go download a malware cleaner, such as Malwarebytes and clean the thing out.
