I doubt its even a secret at all, it's probably something almost everyone has seen, but thought it was normal. It's probably more of a... non-hidden secret.

If this secret has nothing to do with Bass and/or how to obtain the Charge Beam and slide-kick with Mega Man, then I really couldn't care less, and want as little to do with it as possible.

According to GoNintendo's recent update, it's in the Cutscene that shows Wily with the Robot Masters. Depending on who you defeat last, that Robot Master won't be there in the cutscene. For example: If you defeat Plug Man last, he won't be in it. The same applies to Splash Woman.
