In fact, it has something to do with the Pokédex. It's the same thing I said about flint; the D/Pdex sucks and for so there are only two fully evolved electric types. So he has to vary it around a bit. |

No I meant because you need a full pokedex in order to get the big one, and octillery and ambipom weren't anywhere else in the game. |

That's for people too lazy to train their pokemon.
I had to evolve a finneon to get a lumineon in Diamond because I couldn't find anyone with a lumineon. |
