I just typed this up, let me know what you think.

-Danger Meter Punishment System-
All users have a danger meter visible on their profile and on the information by their post. The regular danger meter is blue and has four segments. Every time a user breaks the rules, the bar goes down by one - the bar restores one segment every week. If the bar reaches zero the user is jailed for a week. After a week the user is unjailed, their meter turns red and one segment is restored. If the bar falls to zero when it is red, the user is benned. Every week a segement of the meter is restored, and after a final week with four segments the bar turns blue again. Mods have the power to lower the meter in the case of somebody breaking the rules and raise it if a user has been wrongly lowered.

Extra Suggestions:
In order to avoid misunderstandings or new members not knowing about the system, all new members should be clearly informed of the system when registering. I would also suggest removing the court - it does little except slow things down - and allow lowered members to contact a moderator if they believe they have been lowered for an invalid reason.

-New Member Restriction System-
To help preventing outbreaks of new users making spammy posts, new user's posts must be approved by a moderator until they have made ten valid posts, at which point they will be allowed to post normally.

-Veteran Badges-
After a user has been active for a year (Perhaps making a set number of posts or being online for a set number of days) they recieve a special image in their profile and on the information by their post, along with the title '1 Year Veteran'. Every additional year they recieve a new image and title, perhaps something like:

1 Year Veteran: Franis
2 Year Veteran: Mario
3 Year Veteran: Shifty
4 Year Veteran: Awesome
5 Year Veteran: Franish

Extra Suggestions:
If this features was added then all 1+ year old members would need to be automatically given the badge.
Edit: I made a screenshot showing what I think the danger meter and veteran badge would look like.

Awesome suggestions there! I like the danger meter, but one thing. Insn't a one week ban a bit too long? Normally a mod would only put you in jail for a set number of hours.

A few hours seems a bit little to me - if they are jailed for a week they have time to realise that they have done something wrong.

Meh, I dunno about the whole 'benned after red' thing.

It seems a bit harsh...


But the veteran thing sounds cool.

It should probably work with how many day's you've been online.

Yeah, it seems harsh.

I'd say lower the tempban to...two weeks, maybe.

...As a new member you start out with 1 or 2 bars (not completely sure)...
...After applying for a "Digimember badge" from any Mod of Admin, (you must be approved by said mod) you will get an item called "Digimember Badge" (should take around 75-100+ quality posts) and will gain one bar on your danger meter...
...After being a member for one year or more, you can then apply for the "Franis Badge"( this person should not have left the site/ forgotten about it for over two months) to a mod, who must approve...
...After being approved, you gain another bar and gain the item "Franis Badge"
...
For members having yet to get their Digimember Badge...

...Losing one bar (this goes for EVERY time they lose a bar): lose 30 coins...
...Losing All bars (first time): Two days of jail (to avoid them leaving the site if they made a few foolish mistakes)...
...Losing All bars (second time):5-7 days of jailing...
...Losing All bars (Third time):Temp/Perma-Ban

...Also, I think that one bar should recover every Two weeks except for Flavio, his bars replenish fully each hour...
