No, the disguise kit is perfect.
It won't be fun if its just inactive users because everyone will think LOL DISGUISE KIT.
The disguise kit is like U.S. health care and capitalism in that it is not perfect, but its the closest you can get.

What do you mean by that?

Our members can be immature, but nobody is immature enough to take anything on here seriously. If someone were to impersonate as, say, Cid and use his style of posting except to support something Cid doesn't, we all know better than to go "CID YOU'RE CONTRADICTING YOUR PAST OPINIONS WE HATE YOU NOW FOREVER". In general, Digibutter does not hold grudges. Things like a certain member being a furry are filed away in some mental folders somewhere, but aside from some joking and a bit of trolling (and that only if said member gets emotional over the jokes), nothing happens. Digibutter is mature enough for the Disguise Kit. Enough said. We could ban it from a few forums (Your Creations, Black Market, Contests/Tournaments / Star Carnival, and possibly Introductions and Digiblogger come to mind), I suppose. As for not impersonating active newbies...eh, I'll let you guys decide on that one. If we put a sticky somewhere, it could help for those who get a lot of posts without knowing much about the site, and those returning from before we had it. Dunno if it'd be enough to be fine with disguising as active newbies, but we could at least lower the limit to 40 or so if we had a sticky.

...Not so much other people getting mad, but the person being impersonated...
...Would you really want to be portrayed as something or someone who agrees with that you may actually (very strongly) disagree with...?
...Not so much maybe you, but think of the more touchy members, or just the more serious members...
