I can't really speak for the other characters, since I know very little about Final Fantasy, but Robotnik has pretty much become a joke nowadays. He's not nearly as cunning, manipulative, and evil as he was in the old days. Now, he's mainly used as nothing more than comic relief, and he could NEVER stay in control of his schemes, and he's always getting overthrown by an even bigger villain. It's happened to him more than it's happened to Bowser.
