This moveset sucks, I agree. But PK Starstorm is LUCAS'S Final Smash.
I remember reading somewhere on the dojo saying "When Ness learned he was going to be in Brawl, Paula (or someone) taught him PK Starstorm" or something... |

That's not Ness, it's Poo. PSI flash is his only unique move, and it can just be changed to PSI freeze. |
