Same technology, but it's more of a clay-mation look and not full-blown toon-shading. Cel-shading (like in Zelda:WW) typically has very harsh shadows and uses flat colors instead of textures.
Right. I see what you mean with the clay. Yes. Wind Waker is probably the most cel-shaded game there is by definition. it was just really hard to tell with TF2 because it's a style I've never seen before.
