Well, RPOT would not be as active if the sticky up at the top there was more enforced. I have seen many, many topics that should be in RP, yet ended up in RPOT. The only time I have ever seen a topic get moved recently is when I asked if Plastic could move one. Although, it kinda depends on what you think a plot is.
