If I can do this, I'll need a cheap computer...
an arcade stick
A USB dance pad
A USB fighting controller
A USB Light gun.
NES AND SNES EMULATORS.
NES AND SNES ROMS
Stepmania
Stepmania simfiles.
And a monitor
Oh, and wood. lots of it.

I'm planning on using a Mac-mini bootcamped into windows as that's the cheapest computer I'ce found so far.

And windows is more compatible with USB things, for windows.

Build you own mini computer. Its much cheaper. You could build a good gaming rig with the money it takes to buy a mac mini.

But I can already play good games. It's called my PS3 and my wii.

I ust need something that can play NES roms, SNES roms, and Stepmania, and...well a Mac mini can do that.

The NES and SNES have many Arcade ports, and many games that would rule on arcade.

Galaga, Pacman, Punchout duckhunt...

You know.

Building a computer doesn't mean building a high end PC. You could probably build a computer that can play roms and Stepmania for about 100-200 dollars while Mac Minis cost 500-750.
