The someone is a soldier most likely from Hyrule.
The soldier was putting up wanted posters of people that had attacked Hyrule and were ether brought back or survived.
One was of Vaati who had almost a king's ransom in rupees.
Vaati was wanted for turning the princess, the king, and a few other people, taking over Hyrule Castle. There were a few other things Vaati was accused of but they were to remain secret. |

There was also a wanted poster of Bellum but it had an image of what he looked during the time of Phantom Hourglass. |
