How do I decrease the sample rate of .WAV's?

I'm trying to upload sound onto SL, but it needs to be less than 44.1 sample rate, and I have no f-ing clue what a sample rate is. I made sure the sound clip is less then ten seconds, and that it's in .WAV (the only format that SL accepts).
I just need to get the sample rate down. :<

I give up, because apparently, 44.1 is larger than 44.1. :/
