Said factory belonging to someone who has been using the lands resources and causing pollution.

Toxic was nearby but seemed to be trying something that was causing the pollution to decrease.

One thing seemed strange and it was that his mask was not on and was not expelling poisonous gas.

(I've added one power that would fit him.)
