In between the bitlands background and the menu, add a scrolling news bar on every page. Francis is able to give members the ability to edit the text on the news bar.

That's why Francis has to enable users to edit the newsbar first.
I figure it might be useful for stuff like the news team and official announcements that aren't big enough for frontpaging. |
