How come when people make heterochromic characters, it's always complete heterochromia of the eyes, and never sectoral heterochromia, or even Heterochromatic hair(Yes, heterochromia applies to hair too, though it's rare in cases of heterochromia)?

You know Soiseiseki, the girl in rozen maiden who has two different iris colors

that's complete heterochromia. sectoral heterochromia is where one iris is two different colors. It happens to hair too.

I had a dog with heterochromatic eyes. One was light blue, the other was dark brown.
They were pretty weird to look at because they were so different.
