Yes... it is time. All who support Lord Bowser - for he would not have such power, if not for me - help this great cause of destruction and chaos by reviving me when possible! I'll show them a fierce and magical power they won't soon forget... Ah ha ha!

Francis cannot change user groups without using items. He still needs a Life-Shroom to live, for example, or even the Super Prison Key to be freed. His ban item, which is likely kept in his bank deposit box, can't be used if he wanted it to, considering his is SUPER-JAILED.
