So first I sketch the image in PaintShop pro, because it really easy to work with. Then I shift it into Photoshop, and blob in the colour.

Once I'm done with the colour, I clean it up a bit. Next make a basic pallet of each colour. ( 2 lights|Original|2 Darks. Of course you can go further into this to make it more epic )
Smooth, smudge, erase and presto!
