Is there a reason that there is no last person to post in general discussion and that the last time posted in is Wed Dec 31, 1969 6:00 pm?

Are you saying that it currently shows shows that the last time posted was December 31, 1969?

If so, then you might want to contact Francis, as it could be a glitch, for you, in the forums.
