I use the GIMP, or GNU Image Manipulation Program. You can probably find and download the latest version via a quick Google search. It's free.

A great alternative to GIMP (kinda rough on my computer, CURSE YOU VISTA) is Paint.net. Paint.net is a great program, you can look it up on google.

I use, like Goomba said, Paint.net for all my arty needs. In fact, I used it to make that avatar you have (where did you get that?)

I used Paint for my current one. Yes, regular old MS Paint. I also use Photoshop a lot, and Jasc Animation Shop for my animated avatars/sigs/etc.

I would recommend Adobe Photoshop CS3, because it gives many more features than the other programs, but the only problem is that it costs around $649.
