If I went to Star Carnival or something like that, and made a daily trivia question where the prize to the first right answer was a cookie, would that be an abuse of cookies?

It would. Cookies are a sort of token of appreciation mixed with a spotlight.

Cookies are meant for things that deserve appreciation and stuff. Think of them as medals for various stuff. You can't spend medals, but you can display them so people know about the stuff you've done. Game shows and stuff usually offer money as a reward, so stick to that.

That would probably be considered cookie abuse.
