They're staff ghosts, except you unlock them, and they're MUCH faster than the default staff ghosts. You unlock the ghosts by completing a track in a certain amount of time on Time Trials. If you want to unlock them fast, pick your best kart and just race the default staff ghost, and be sure to beat it. If you unlock one, at the bottom of the screen in the rankings it will say "A fast staff ghost has appeared!" and it'll replace the original ghost. |

~You have to beat them by AT LEAST 5 seconds. To do this, Power Slides, Tricks, Using a mushroom ONCE PER LAP THROUGH AN OFF-ROAD TERRAIN!~ I did this and beat a ghost by more than 30 seconds. ~Acquired through the Official Mario Kart Wii from Prima Guides~ |

I always thought you had to beat the ghost by 7 seconds... That's how I got Funky and Baby Luigi...
Then again... that seems a little impossible for Mario Circuit 3... |
