Like in many forums I used to go to, Rules were a separate froum but you couldn't post in it. This made finding the rules MUCH easier, and it will help the new members finding the rules as well.
It could help both new and old members, newbies could click this first thing to know the rules and how this forum runs, and the old members can find the rules and copy/pasta a certain rule to show a certain member that certain rule, like a warning. Its much easier than going to Feedbacks, Digging through all that sticky and finding the rules.
Not really a suggestion, but it could help.

I know, but will the newbies check it? What if they try to find it on the top?
I'm saying it should have its own forum like a lot of others so it'll be easier to find it.
