I seriously can't tell... Is this game considered to be cel-shaded or not? Because it has the "appearance" of it, but I don't think it is. I think it's just the colors they use, and the style of the models.

But yeah... I'm confused a bit. Cel-shaded or not?

Same technology, but it's more of a clay-mation look and not full-blown toon-shading. Cel-shading (like in Zelda:WW) typically has very harsh shadows and uses flat colors instead of textures.
