It's a reference to the capacities of consoles of old. The max of stuff was always 255, therefore, 256 would actually be a rolledback 1. Therefore, 1 time more powerful.

In programming, a byte (8bits) can holds 256 different values. So they could use one byte to hold the identifiers of each card. Any more cards would mean they had to use at least two bytes which would result in less space and slower access time. But, the Wii is powerful enough that it probably doesn't matter, they are just being efficient.

You can see this happen a lot in video games, especially old ones. For example, in the original Zelda, you can only have 255 rupees (0 counts as a value). In Metroid you could only have 255 missles.
