Sounds like a straight ROM with nothing added. The couldn’t even manage to add a language select.

The fact that they didn’t put it on NSO but added nothing is insane.
Something about if they don’t change anything they get grandfathered into younger content ratings. and Pokemon Home and blocking save-states/rewind “cheating”
