Some dude made this chart that shows slight levels of advantage some characters have in some stats over others of the same weight class. This effectively makes a Mario Kart Wii tier list, with Funky Kong, Daisy, and Rosalina apparently being top-tier. Here is the guy's chart:
Rather cool, I have to say. Not much of a boost for many characters, but the extra speed/handling/offroad might just be enough to get the world record. =P
You're welcome for effectively killing all balance of Mario Kart Wii and/or improving your Time Trial times. ^^

Again, the differences are very minor, but they do exist.
Any character can beat any character if the player is more skilled. Just in a straightaway between all other characters, no items, no bumping, no wheelies, no snaking, no mini-turbo, no offroad, Funky Kong would win. |

Check pretty much any WR and they will be using Funky.
There are only a few exceptions =\ |
