No. Not a month of no activity. If that's the case, odds are that the person is likely not to return (unless they are under punishment and have no means of access).
Perhaps... once a week (activity or none), the HP and MP it refills a bit? A bit being... 1/4th of the total amounts? |

I think Chaos Heart meant a month of no using/losing mp/hp, it starts to refill. Amirite? If so, support'd if it takes slightly less time. |
