It gets hit by Ground-type moves half the time.
Fighting-type moves are super-effective half the time.
Rock moves are super-effective half the time.

It's odd. I noticed it a while ago when it got hit by an Earthquake a couple times, but I just ignored it. Lately I've been training it on Victory Road, and now it's been a bigger thing, as there's lots of Rock, Ground, and Fighting types there.

I'm not sure if this glitch works for Ice or Eletric type moves though.

Does it have attached an Iron Ball? It reduces its speed and doesn't let it fly.

Also, Flying types are weak against rock types. DUH.

Also, Noctowl is part NORMAL. Earthquake shouldn't be affecting it, though.
