Pikachu has been DRASTICALLY buffed from Melee to Brawl. I don't think there's a single move that hasn't been improved. Thunder has a ridiculous hitbox now, and the move even lasts after the lightning bolt has disappeared, making it extremely difficult to approach Pikachu while he's using it. Quick Attack now has a sort of stun effect to it, allowing you to hit the enemy with both hits with ease. Thunder Jolt is one of the single most annoying attacks in the game now.
It certainly doesn't help that Pikachu is small and quick, allowing him to evade counterattacks pretty easily.
Also, Pikachu's taunts are great for spamming. ^_^ |

Pikachu has some of the CUTEST taunts in Brawl. anyway, Pika has a fantastic moveset, an overpowered FS, and awesome alt. colors. :3 |

Not to mention his side Smash. It was great on Melee, and I can't find the right word for it on Brawl.
Also, indeed. I usually set my taunt message made specially for the Brawler up next onto the side taunt, and Pikachu makes it very amusing.
I heard Pikachu was a high tier back in SSB64, too... |
