It's an expression meaning that racers in last can easily catch up with those in front. Usually by the game giving those in the back extra speed so that the races are closer.
Like if two cars were attached with a rubber-band. The first car would speed away, the rubber band would tighten, and then the second car would shoot forward and fly by the first car. |
