Due to much entertaining role-playing (Thank you all very much), and what I personally see as much potential, I am now beginning to bear interest in creating an RPG based around Happy Happyism, using Earthbound sprites and the Mother battle system. I will look into how to do so, although any suggestions from any are appreciated.

Due to this being for fun, I am sure the game, should I choose to create it, would not be too impressive. Again, this inspired idea is only for my (and hopefully some of your) entertainment.

What is the most simple-to-use engine to create a Mother fangame, in your opinion?

I'd say the easiest would Be one of the RPG maker series.

I would say the best and most accurate would be PK hack.

PK Hack directly modifies an Earthbound ROM, however. Therfore, the game cannot be made from scratch as easily.

I am still not certain. However, if I make a decision regarding creating the game, I'll let you know.

RPG Maker, with experience, time, and dedication, can allow you to make a really good Mother fangame, and add features that Mother never had.
