Skooma makes you run faster, maybe even fast enough to keep up if you drink enough, but the shadowmare is the only guaranteed way to catch up to him, albeit slowly but surely. Ironic that you're chasing him around after calling yourself M'Aiq. Trying to get his tattered hood?
Then you must be trying to find calipers or something. Another thing I've heard of for super speed is wearing all Zoom equipment and drinking 7 bottles of skooma. 3 first, then quickly pause and unpause, then drink the other 4. You'll have hyper-speed. Though I don't think even that will be enough to catch M'Aiq. Again, the only method I've heard of that works is the Shadowmare.
If it was possible to run in a straight line and go all the way around the world in oblivion, I wonder how long it would take M'Aiq. I'd bet money it would take him less than an hour and a half!

Probably 30 minutes, if you include running by every town and around Cyrodiil's border.

Running man beats link even if you use gameshark to keep all timers at zero. So he beats you by a second even if you get there right when it starts...that's faster than M'Aiq :p
