These are all badge ideas for the original Paper Mario 64 badges.

All badges would be equipped. Keep in mind, all of this is designed with a live-combat Paper Mario-esque battle system with pets/partners and in-battle action commands in mind. Here you go:

All or Nothing: Attack/Item power is doubled, but will also miss more frequently.
Attack FX A-E: Plays a tone if hits are successful in battle.
Bump Attack: If an opponent has 5 or less HP, use the bump attack to finish them off automatically.
Chill Out: If equipped before a battle and someone randomly battles you, their first attack does no damage.
Close Call: If you have less than 10 HP, deadly attacks may automatically miss.
D-Down Jump: A below-average jump attack, but lowers the enemie's defense. 2 MP.
D-Down Pound: A below-average hammer attack, but lowers the enemie's defense. 2 MP.
Damage Dodge: If you perform a defensive action command, the amount of damage is decreased by 1/4th.
Deep Focus: Battle MP/FP/whatever is filled by half if the "Focus" option is used.
Defend Plus: Increases defense.
Dizzy Attack: When attacking without an item, there is a 1/20 chance that you will make the opponent dizzy.
Dizzy Stomp: The wearer can use a "Dizzy Stomp" attack, which is a bit stronger than a regular jump and has a 1/10 chance of causing dizziness. 1 MP.
Dodge Master: Defensive action commands work more frequently.
Double Dip: In battle, the wearer has the choice to use two items instead of attacking.
Feeling Fine: Protects from status ailments.
Fire Shield: Fire-based attacks do less damage.
First Attack: If you call on a battle against someone, your first attack gets a +1/4th power bonus.
Flower Finder: Some MP/FP is restored if you win a battle.
Flower Saver: MP/FP attacks take half as much MP/FP to use.
FP Plus: Your base MP/FP is increased by 5.
Group Focus: Your pets (if they are implemented) can use "Focus".
Hammer Throw: You can use a hammer throwing attack that is weaker, but is guaranteed to strike first. 1 MP.
Happy Flower: 2 FP are restored every 3 turns.
Happy Heart: 10 HP is restored every 5 turns.
Heart Finder: Some HP is restored after you win a battle.
HP Drain: Reduces the wearer's attack, but for every successful attack the wearer regains 3 HP.
HP Plus: Base HP is increased by 20.
I Spy: Lets you see what the opponent has in their inventory.
Ice Power: If you successfully hit the enemy three turns in a row, they are frozen for a turn.
Jump Charge: You can skip attacking for a turn to instead charge your jump attack. 1 MP to use.
Last Stand: When you have 10 or less HP, you will only receive half as much damage.
Lucky Day: Opponent's attacks miss more frequently.
Mega Jump: A jump attack three times as powerful as your standard jump. 6 MP to use.
Mega Quake: A hammer attack four times as powerful as a standard hammer that damages all opponents in battle. 8 MP to use.
Mega Rush: When you have five or less HP, your attack power is multiplied by 3.
Mega Smash: A hammer attack three times as powerful as your standard hammer. 6 MP.
Money Money: Coins earned when you defeat an opponent double.
Multibounce: 1/4th as powerful as your standard jump, but if you nail the action command you can jump up to six times in a row. 2 MP.
P-Down, D-Up: Attack power is halved, but defense power is doubled.
P-Up, D-Down: Defensive power is halved, but attack power is doubled.
Pay-Off: The more damage you receive in battle, the more coins you get if you win.
Peekaboo: Allows you to see the enemie's HP, MP, and attacks.
Power Bounce: 1/4th as powerful as your standard jump, but you can bounce on your enemy up to 12 times as long as you nail the action command. 4 MP.
Power Jump: A jump twice as powerful as your standard jump. 1 MP.
Power Plus: Attack and defense power go up.
Power Quake: A hammer three times as powerful as a standard hammer that damages all opponents. 5 MP.
Power Rush: When you have ten or less HP, your attack will double.
Power Smash: A hammer attack twice as powerful as a standard hammer. 2 MP.
Pretty Lucky: Enemies will miss more frequently.
Quake Hammer: A more damaging hammer attack that damages all opponents. 3 MP.
Quick Change: Lets you change a pet/partner in battle without taking up a turn.
Refund: If you use an item in battle, you get some coins back.
Runaway Pay: If you run from battle, you get some coins back. You must have done at least 10 HP of damage.
S. Jump Charge: Lets you skip a turn to charge your jump by 3. 4 MP.
S. Smash Charge: Lets you skip a turn to charge your jump by 3. 4 MP.
Shrink Stomp: A jump attack that's weaker than a standard jump, but has a 1/10 chance of shrinking an enemy and reducing its attack power. 2 MP.
Sleep Stomp: Lets you use a jump attack that's weaker than a standard jump, but has a 1/10 chance of sending an enemy to sleep. 2 MP.
Slow Go: If equipped, your turn will always be second, but action commands will be slower.
Smash Charge: Lets you skip a turn to charge your hammer attack power. 2 MP.
Speedy Spin: If equipped, your turn will always be first, but your action commands will be faster.
Spike Shield: If an opponent jumps on you, they will be pricked with spikes and their attack power is attack. You can jump on someone else wearing a Spike Shield if you're wearing one as well.
Spin Attack: Gives you the option to spin into an opponent, which has a 1/5 chance of causing dizzyness.
Spin Smash: As powerful as a standard hammer, but attacks all opponents in descending order by knocking the first opponent back.
Triple Dip: Allows you to use three items if you choose instead of attacking.
Zap Tap: If someone tries to directly attack you, they are instead zapped and the attack does half as much damage.

That's a lot of stinking badges.

If you want to come up with more... try applying those to a MarioParty-like board game (which I plan on implementing, probably before a battle system)
