yes it does. certain characters are good against certain other characters. it's the way it works.
Tiers are created based on who is good against who.

Match-up chart. Who is good against who. If you look carefully, you'll notice the characters higher up on the tiers list have the most characters they're good against. |
Seeing as falco has a giant X over yoshi, yoshi is going to fight a level 9 falco to test his skills in the future. |

Have you SEEN yourself playing as toon link?
And yoshi doesn't spam the down B, he uses it every time he's in the air to get back down. As for the side B, yoshi doesn't use it THAT much. :/

Eeh.. Most competitive people will tell you fighting computers to practice/show off your abilities is a bad idea.
Mostly because they get themselves stuck in ridiculous situations. And because they don't beat you using awesome combos and techniques like actual skilled players will, but by anticipating every last one of your moves, and dodging. a whole lot. |

I never understood where people get the idea that their tier list is "official". Unless Nintendo releases it, it's not official. And this one just sounds ridiculously WRONG.

Tiers=subject to change. The melee tiers have changed like, 7 or 8 times.
Oh, and that's a weird comment to make, since Sakurai is against the idea of competitive smash. So basically, tiers and the whole thing go against Sakurai's wishes. But I doubt he really cares, since it's keeping people buying the game. |

Actually, people have been saying for months that captain falcon is the worst character in brawl. Apparently he's been hurt very badly by brawl's new physics system. Captain falcon is the one thing that's basically been decided months in advance. |

When I use toon link, I almost never use his D-air. |
When I think about it again, the only reason I was D air was because someone turned the Damage Ratio to 2.0, and I was just trying to avoid everyone...
