Can you feel the sunshine is from Sonic R, which is what tails doll is from.

Also, it always seems to take a role in the stories revolving around the doll.

Probably because they're the two most infamous things frmo the game. The tails doll is just plain creepy while the song is memorable for being COMPLETELY out of place in a racing game. Or any game at all, really.
