Having trouble with inputing a mod into Morrowind.

I've done everything it told me to do in the readme, yet after I talk tot he guard at the dock thing, and choose what I look like, the game says it can't find "tex" files for things that are there. I've checked, and the specific files it's having problems with exist. I don't know what's wrong. I tried reinstaling both Morrowind, and the mod THREE times.
