you could go over other nametags like layers so you can keep your old one |

And yeah, not even the old Nametags could be used on others. It'd be too annoying and it wouldn't have any not-harmful features. |

Impractical and completely pointless.
The ONLY thing people would use this for is labeling people.
And if the person wasn't on for an extended length of time, they wouldn't notice, and it could stay there for ages.
And if an approval process was involved, it defeats the purpose. That's essentially a user using a nametag on themselves.
Where would the name go, anyway? We have a usertitle (which is the login name if a nametag is used, the username (which is where this nametag would go, I assume, conflicting with the already-in-place nametags), and we have the status, which just wouldn't work for a name.
