Well, just Google for free GIF makers. I can't think of anything FREE.
Flash is good for all forms of animation, but it'll cost a bit unless you want to do something illegal.
A free game maker? Just use Game Maker. The unregistered version has all you need to make a Mario game. |

Use torrent  ! And the free uTorrent to download them. Takes around 264kb to download the client. |

Imo, GM sucks. Try Scratch.
That's what I used to make all of this, and it's also quite a good image editor if you don't want to pay for Ps. |
