How about everytime you kill someone, you become a wanted criminal. And the person who kills YOU gets the bounty for how ever much it was. Then the next person who kills someone becomes the criminal.
Note there can be more then 1 criminal at a time |

You could start something like that in the black market, see? People could put hits out on bounties and would pay the person who agreed to do it upon the death of whoever was killed.
