I entered this character into an anime con mascot contest, I have a good chance in winning actually. :D I'm not going to work on this one in Photoshop, instead I'mma see how well I do with watercolors. WISH MEH LUCK.
Scanned killed it, so I went with the picture I took.

Yeah, with a neckline like that, the dress usually parts, and with a dress like that, there's usually a higher neckline. |
