It's actually effective if you want to go on recon, or camping as you wait for the time to strike.
Also, Jarate is a good suppourt item to stack with Sasha/Backburner |

I like the Cloak and Dagger much more than the Dead Ringer, anyways. |

You can actually cover decent ground with it if you don't use it from start to finish.
Plus you can sneak right to the intel/ninja cap a point if you're skilled enough. |

The slower you move, the slower the C&D drains. Crouch walking can increase its cloak time to about 70 seconds. |
