It's an edited version of Meowth from PMD2 made to look like a Wind Waker-styled Vire from the Legend of Zelda series.
Comment if you really feel like wasting your time.
Yeah, that little thing poking up from the bottom over by the lower right is his tail. |

I like it, it looks like it would fit right into a videogame :]
However, it doesn't seem very Wind-Wakery. If you want it to look cel-shaded, give it a thicker outline and a sharper contrast between shades of color.
On a side note, with an attitude like that, you'll never want to improve. :[ |
