It's dated May 10. Obviously it failed. Also, it stated in the report that it had yet to pass. Therefor, we can assume this is legitimate, or at the very least, your reasoning is not accurate.
I'm not going to try and sugarcoat this one. This bill is stupid. It's stupid because it's dumb, and it's dumb because it's stupid. There are so many problems with this kind of thing. Where to begin. Hmmm...
Alright, lets start with the crime at hand. Cyber bullying. First of, what defines cyber bulling? Well, in reality, nothing. That's right. There is not a definition of cyber bullying. So what is it then? Well, it's basically bullying over the internet, cell phone, ect. So then, what's the definition of bullying.
"A person is bullied when he or she is exposed, repeatedly and over time, to negative actions on the part of one or more other persons, and he or she has difficulty defending himself or herself."
This definition includes three important components:
1. Bullying is aggressive behavior that involves unwanted, negative actions.
2. Bullying involves a pattern of behavior repeated over time.
3. Bullying involves an imbalance of power or strength.
Now, to begin, let's argue point 1.
1. Unlike real life bullying where the bullying can be obvious, this is the internet. It's harder to send your tone of voice, facial expressions, posture, ect. over the internet. In fact, unless you type out how your are, or have a video of yourself, it's downright impossible! So, what may be offensive to one person, might not be offensive to another, because they received it in two different ways. And the person who said it could have an entirely different intent as well. So, it's hard to judge what is truly unwanted and negative, unless the person who feels this way states so.
OF course, then you can get into the issue of the person who says they are offended offending the person who meant something else entirely in there comeback. So, this whole idea that you can pass judgement on the true criminal is completely bogus, because more likely than not, if something that qualifies as cyber bullying were to occur, EVERYONE involved is going to be in the wrong in some way.
2. Unlike the real world where the bully is obvious, on the internet, it's not always this way. The bully can be someone who appears in a flash then leaves, never to be seen again, with no way of tracing. They could be a hacker, and then they would get a perfectly innocent person in jail, with no way of tracing them, and no one believing the innocent. You see, unlike in real life where you have an identity, you can be anyone on the internet, anywhere. Yes, that's right, ANYWHERE! The congress can't pass a law that is enforced on ALL COUNTRIES. What are they going to do, go arrest some man in Sweden because he made a little 7 year old cry? OH, Boo stupid hoo! You still can't arrest them! (More on this later)
Now for component 2.
1. Over time. This is key to this part. Time.
So...what happens if one person says a comment to someone, then stops, but others pick up a new trend of bullying this person, hmm? What will they do? It certainly follows the definition. The hateful acts occurred over time, but not all party members continued over time. So what will they do? Arrest EVERYONE? I should think not.
2. People can't be everywhere at all times of the day. OR even year. OR series of years for this matter. So, let's say that someone is bullied for a year by this one person. The bullied member leaves, and, a few years later, the bully leaves.
Now, this is where the twist happens. what happens when "the man" discovers this bulling act. Well, are they going to go and arrest someone who committed a bullying act back in 2002?
3. How much time does the person have to be bullied for for it to count as over time?
And now for component 3.
1. So, the most obvious way of viewing this is that the bully is physically stronger than the victim. But, physical strength does not play a role on the internet.

But oh wait, I have SO much more I can do with this rant. I have merely just begun!
Secondly, who gives a shit? Honestly. OH no! Some idiot fag couldn't handle some people saying things over the internet, and decided to commit suicide? I mean, God. How long ago did that happen again? Jesus Christ some people hold a grudge. You know, here's a thought: If your being bullied over the internet, and everyone on that one site doesn't like, then how about you *crag* LEAVE THE SITE AND GO SOMEWHERE ELSE! MORON! YOU DON'T HAVE TO STAY THERE! GET A LIFE! IF YOU'RE STAYING AT A SITE WITH PEOPLE WHO HATE YOU, AND YOU HAVE NO FRINDS ON THAT SITE MAKING IT WORTH STAYING, THEN YOU HAVE SOME SERIOUS PROBLEMS AND DESERVE TO HAVE THE SHIT BIT OUT OF YOU!
I mean, how DUMB do you have to be to stay somewhere tat doesn't like you?
And, I'd like to point out the fact that, so long as they are following the rules, members have the right to say WHATEVER THE *crag* THEY WANT. That's right, the rules are made by the people you make the forum, NOT THE *crag* U.S. GOVERNMENT! That's against one of the amendments. ( The one that says about infringement and personal ownership rights. Can't remember which one exactly.)
The U.S. Government doesn't own the internet. No one can own the *crag* internet. It's WORLDWIDE. The ONLY way the shit could pass is if the United Nations ALL UNANIMOUSLY AGREED TO IT! The U.S. Government can't infringe on another country. It's against the rules. Not the shitty rules our country comes up with. It's against the rules of the higher ups. Therefor, even if congress passed this shit, they STILL couldn't legally do ANYTHING! *crag* imbeciles.
Look, these "victims"...they aren't helpless. There's a reason the internet is not the real world. It has different ways of working. Like the ability to ignore people you don't like. If someone kills them self because of something that happens on the internet, it just shows how dumb they are, that they can't figure out of to ignore someone. It makes them clingy. It makes them worthless. I feel perfectly fine in saying that if someone is THAT STUPID, they deserve to die. They would only make life more complicated for the rest of us. They're just stupid.
You might say I'm being a little harsh, but that's the way things are. That's the reality. That's logic, and as you should all know by now, I am an engine of logic, not feeling. Feeling leads to this kind of shit, which only ruins our fun.
Yes, OUR fun. I find what goes on here to be fun. Odd as that may be, it's true. I LIKE this place, trolls and all. Why? Because it makes things more interesting, and also, I feel more free. Not just me, but EVERYONE can say their opinions. They don't like someone or something, they can say it, and they can't be punished. That's what makes the internet so great. In real life, there can be so many consequences to doing the wrong thing, but on the internet, you can be truthful without fear. And I don't need some half baked, idiot filled government to change that for me because ONE MORONIC CHILD TOOK IT ALL TO SERIOUSLY AND KILLED THEMSELVES. I don't think you realize how much disgust I hold for these people, and this child in particular. If I was at his funeral, I would tell him to *crag* off and spit on his carcass. He's such a dumbass, and these people are too. It just...it pisses me off SO MUCH! AAAAAAARRRRRRRRGGGGGGHHHHHHHHH!!!!!!!!!!!
