This guy had it on his hand and like part of his hand had skin torn off. |

The picture is from an entirely different article; I've seen it somewhere else before.
I highly doubt this article, seems too much like scaremongering to me. Besides, necrotizing fasciitis is rather rare.
EDIT: From same article:
