I remembered that Mario also talks very clearly in SM64. He says "It's a-me, Mario!" and some other stuff. |

Mario CAN talk, but not with full speech.
Examples:
- Let's-a-go!
- Yeah! Hahaha!
- Okiedokie.
- Let's go!
Or even in SPM:
- Hi!
- Oh NOO!!!
Mario's Speech is very limited, though. Why? Maybe Mario has difficulty to speak the Mushroom Kingdom's REAL Language... |

But Mario DOES have a voice actor. Even in games where he doesn't talk, you still get the little "haaa!" or "ooh!" when he jumps/gets hit/whatever. o_o; |

Those are quite easy to replicate with another actor.
Or... reuse over and over again throughout the series. |
