I say no. Its stats are mediocre, its catch rate is higher than Dialga/Palkia, and, above all, it's breedable. It's only compatible with Ditto, but it's breedable nonetheless. |

Plus, ground moves don't effect it, making it very useful in terms of electric pokemon. |

I don't see it as half legendary, Legendaries you can only catch one per game, with the exception of Phione. |

It can breed into multiple copies of itself, making it a normal Pokemon. If Rotom was half legendary, Soodowodo would be a half legendary in every game but Pearl. |

You say that it's breedable. Manaphy is breedable as well, so does that make Manaphy a half-legendary? NO! Rotom is a one time catch pokemon, that also happens to be in the lowest part of the Nat. dex, the legendary part. |

It's not legendary at all. I've read about it. I have one as well.
It's been said by nintendo's top players that it isn't as well.
You get a phione if you breed Manaphy, and Phione is worthless..... |

rotom is semi legendary!
25% legendary
75% normal.
its SEMI legendary becuase you can only get one in the WILD.
also it is nerly impossoble to find it if you don't know it exists. |
